Este estudio examina la creciente fragmentación del sistema de partidos en Chile y propone reformas políticas para mejorar la gobernabilidad. La propuesta incluye reducir el número de diputados de 155 a 137, ajustar la magnitud de los distritos para que tengan entre 2 y 5 escaños, implementar un umbral electoral del 5% a nivel nacional, eliminar los pactos y subpactos electorales, y regular las candidaturas independientes.

A simple political reform proposal that can bring governability to Chile

Abstract
This study examines the growing fragmentation of Chile's party system and proposes political reforms to improve governability. The proposal includes reducing the number of deputies from 155 to 137, adjusting district magnitude to between 2 and 5 seats, implementing a 5% national electoral threshold, eliminating electoral pacts and subpacts, and regulating independent candidacies.
